The sovereign himself can never have either interest or inclination to pervert the order of justice, or to oppress the great body of the people.

They will employ the whole authority of government, and pervert the administration of Justice, in order to harass and ruin those who interfere with them in any branch of commerce, which by means of agents, either concealed, or at least not publicly avowed, they may choose to carry on.

For all these things, if once though but for a while, they begin to please, they presently prevail, and pervert a man's mind, or turn a man from the right way.
